[UA] Explain American laws to me

Tynes' post reminded me of something else: hot pursuit laws. It's still
not unknown for cops to tear after their suspects in order to apprehend
them, resulting in a high-speed chase across a city or outside their
jurisdiction.

Of late, a lot of cities are passing laws prohibiting "hot pursuit"
because high speed car chases have a nasty tendency to accidentally kill
people. Instead, just get hold of the cops ahead of you and tell them to
set up a roadblock.

(A friend of mine teaches high school and one of the kids told him that
he (the kid) was going to become a car thief. The kid was sure that he
could drive better, run faster, and out-fight any cop. My friend pointed
out that he may be able to outrun or outfight *a cop*, but not *the cops*.
There are a lot of them, and they have radios.)
