That last bit is important. Another thing to remember is that
the Sleepers are um, er, ah, rather older than TNI, whichever
way you cut it. (And it can be cut finely, at least 3 ways.
Shhhh.)
I figure that the fact that the Sleeprs have been around longer
means that they've had more time to assemble their resources.
Plus, it seems that the Sleepers can absorb entire cabals into
their structure much easier than TNI could.
