My apologies for the delay in replying, but I've been engrossed in
these two books I picked up at the weekend. One of them was something
about being quiet, I think...
Anyway, I think Raphael links in rather nicely with the "4am Loop"
idea that Steve Dustin posted to the list back in October.
Essentially, I'm going to introduce the characters to the 4am Loop,
which IMUAC has been created by the local "superpower cabal" as the
result of a ritual. They use it as a means for low-grade punishment
of individuals who transgress their imposed laws.
At some later point (but not too long after, so that the 4am Loop is
still on their minds), the PCs meet Raphael. Raphael is utterly
unaware of the 4am Loop, but with luck, the PCs will tell him all
about it. To Raphael, the 4am Loop appears to be some new part of the
astral plane, perhaps linked to an Urban Totem that he is unaware of,
perhaps a new (and warped) manifestation of the Home. Either way,
he's interested in learning more.
Cue PC interaction, and, knowing my players, some sort of unforeseen
cock-up of massive dimensions.
I haven't really had time to work on it, but those are the bare
bones.
