I had that problem with my players. When they started asking about 
skills, I pointed them towards CoC and WW for ideas. When I reminded 
them that skills also encompassed who they know, and resources they 
could tap, they found it easier.

Passions were interesting. Like other people on this list, my players 
are playing loose versions of themselves (their idea). I think that 
this area was looser than most  :-)
