You're right, mobile phones are the magical wands of contemporary 
roleplaying.
I'm not qualified to reply to most of your questions but I know that it is 
definitely possible to track exactly the location of someone through the 
mobile. In fact nowadays one mobile phone company in my country offer a 
service to locate couriers with a high degree of exactness. I also recall 
reading on the newspapers about such service and how some instituitions were 
worried about the dangers it might pose to freedom of movement.

Other thing is that I remember a friend of mine mentioned that analogical 
phones are a lot harder to tap and detect than digital phones. And that the 
company he worked for was trying to convince a small number of people to 
trade their analogical mobile phones for digital, but they refused 
ferociously (and the word was that they had to be drug dealers since digital 
phones are superior to analogical phones in every other aspect).
