I wouldn't like it at all.  His stats are reasonably irrelevant, he
doesn't really need them as it should just be assumed that he is beyond
the reach of the PCs.  If anyone manages to kill him then it should be a
major plot point.

The Bad Man is like a neutral Satan, he'll give you what you want for a
price and he can provide anything, however he isn't out to screw you over
and he will keep his promises.   I think the OU needs someone like that 
and I think the Bad Man does it with style.

Considering the position he has he isn't over powered, but equally no GM
should use him casually.  Then again, if the Bad Man was destroyed then
the shockwaves would be felt in all corners of the OU, so many people
would suddenly be free of debt, but so many people would never be able to
get what they really want.

Hmm, no, if you want to get rid of the Bad Man, write it into canon UA.
