Here's how I handle this.

Every time the bodybag gets shoot or stab or punch (whatever) at, 
and he does nothing (no dodge, no fight back), he gets his sig charge.

Combat is risky enough for me, and i think there's no need for a shift. 
The chaos freak offers no resistance (i.e. he does not dodge, nor does
he try to get the attacker down first)), but as the situation is tense
(it's a fight after all), I roll for the attacker. After all, if the entropomancer
plays russian roulette, he gets his charge, and the chances to get shot are 
only one on six (something like 16-17% - NPC shooting at PCs often have
a Gun skill like 20% or more in my games).
