Ok. The mystic artifact created is The Truth - the piece of evidence that
makes the conspiracy real. The thing about the Truth is, (a) it changes form
to match what people expect it to be, and (b) it starting warping things so
that the conspiracy its current owner fears becomes real.

So, Sy-Fer (who's terrified that the NSA are watching everyone through the
internet) finds a briefcase containing the Truth. He opens it, and it's a
computer disk containing the hidden net protocols used by Upper Echelon, the
ultra-secret NSA branch. While Sy-Fer holds the Truth, the NSA will start
monitoring emails, tracking people through the net etc. The longer he's
looking at the Truth, the more real the situation described by the Truth
becomes.
Then Bob (who fears the Gnomes of Zurich) kills Sy-Fer. He looks for the
Truth, and finds not a disk, but a series of swiss bank account numbers and
transactions proving that a secret cabal of bankers run the planet. The
longer he has the truth, the more megalomaniac Swiss bankers band together
to plot world domination. The NSA goes back to normal.

There is something really nasty a PC could do with this artifact,
actually....
