It was actually mailed to BBC television presenter Jeremy Paxman, for no
apparant reason.

It makes you wonder, what clockwork would need 3 stolen encryption wheels
off a four-roter Enigma?

Another possibility is Mimeomancy.  If the original was destroyed and this
is a copy, there's another way this could be used for a charge.

Ah, I just love reading news in a UA frame of mind.
