Would he have to choose not to use the Fool's power that redirects damage,
for him to gain any charges? It seems to me that this would be similar to
another act to protect oneself (like dodging), but IIRC it's not an active,
conscious choice to use the power, it just happens. Thoughts?

I think a Fool would only get charges if:
A, he wasn't using the channel, or
B, he had no idea he was a Fool and genuinely thought he was at risk
So yeah, he would have to turn it off if he wanted charges. Still, without
having it at all the guy would probably have more snake venom than blood in
his veins by now.
