[UA] Entropomancer looking for a few charges

Would he have to choose not to use the Fool's power that redirects damage, for him to gain any charges?  It seems to me that this would be similar to another act to protect oneself (like dodging), but IIRC it's not an active, conscious choice to use the power, it just happens.  Thoughts?
