Why wouldn't the cliomancer know his stuff?  These people are obsessed with 
history as a path to supernatural power.  Knowing the answers is what a 
cliomancer would do.

On the other hand the fact that they have the proper mindset to be an 
entropomancer alone makes them very dangerous.  And since they are 
completely obsessed with  dancing with Lady Luck they would likely know what 
the odds are for pulling off various bad stuff.  Magickers who are skilled 
are mortal experts in their field, at least in my games.
