I say you charge them sig charges instead of minor, with a sliding scale depending on how massively over powerful it is.  So having Spidey's spider sense wouldn't cost much, but having Hourman's ability to control time costs a whole lot.  You see why most comic geek bookworms prefer Batman to Superman, he's more cost effective (and saves space.  Who needs The Hound of the Baskervilles, and a manual on Karate, and a dozen other books, when you've got an issue of Detective comics for you're Book Learning needs?)
