That's Dick all the way. 
 
The story you remember is called "The pre-persons" and was first printed in
the October 1974 issue of The Magazine of Fantasy and Science Fiction.
 
It's reprinted in the 1981 compilation of Dick's work "The Golden Man", and
possibly elsewhere.
 
As for how I know this, my tiny dorm room contains no TV and no
refrigerator, but about 3/4ths of the work of Phil K. Dick, as well as a
large number of other authors, including some other obscure science fiction,
among many other things.  
 
I'm probably the only person I know who has a copy of Dick's Confessions of
a Crap Artist and a copy of The Confessions of Saint Augustine on the same
shelf.
