Scarecrow (who I once used as an NPC in an abortive OTE game, BTW) is a phobomancer, an adept who gains charges by scaring people.   A possible version would be at http://www.scc.net/%7Eindra/ua/index.html though his major charge should be more along the lines of "drive an entire city insane with fear by dumping something in the reservoir" but I digress.

Bane I don't know enough about, but he seems like a chance to use the rules about Body scores over 100%...
