Obvious answer - haunted building.
Less obvious answer - ghosts messing with files in the building in an
attempt to provide for their descendants. If the building contains,
say, a social welfare office or pension firm, then the records could
be tampered with by well-meaning ghosts...that could work well as an
introductory scenario actually. Characters are police or something
sent to investigate an apparant case of welfare fraud...
