IIRC, STOCS lite is a generic rules system and what you are describing is "Heretics", a setting released for it. I think there was an alien conspiracy one as well.

erm, well, it's basic premise is that the world is populated by nasty
supernatural creatures (called the Hidden, IIRC), but that most people
simply can't see them. it just isn't part of "their" reality. but some mad
people (the Heretics) can perceive the supernatural, and interact with it
