3) You can only do that once.  After that, your DNA is so unique (having had 
to modify into the shapeshifting DNA) that it's not changeable and very 
recognizeable.  (It's the DNA that registers as no known living organism!)

I don't see the necessity in this.  I think the fact that it would take a 
major charge is good enough.  In fact, I think if you spend a major charge 
you should gain the ability to change your DNA all you want forever.  After 
all, look at The Freak.

'Course it all depends on how many major charges a PC can get in your game.

I really don't think the ability to change DNA is that big a deal.  So 
they're hard to track from a crime scene.  If they're galavanting around 
committing crimes left and right, you should be able to catch them in the 
act, or have someone other than local or federal law enforcement get them, 
like other pissed of adepts.
