I much prefer the first method. set the whole plot up so that, in retrospect, the players realize it was always one big episode of Scooby Doo, but do your best at the time to convince them he's really some adept pulling IC mojo. Make the Scooby Doo references subtleenough not to be caught at the timebut obvious lateron, once he's been demasked.
