Sounds like an epsiode of Scooby Doo:
A (possibly semi-clued-in) real estate broker is looking to drive down
the value of the building so he can by it and turn it into, oh.... an
"Its a Small World" roller-coaster thrill ride. (I never said he was a
_bright_ real estate broker.) So, he finds out about the cemetery and
decides to make it look like the place is haunted.

For more UA mojo, he could have some real magick up his sleeve...
creating illusions, moving objects with telekinesis, or summoning
_actual_ demons to haunt the place.
And he would've gotten away with it, too... if it wasn't for those
meddlesome Adepts and there pesky Avatar of the Fool!
