Well, very "Kult-ish," and there's nothing wrong with that. However...

I'm a harsh guy. I want my taboos to be nasty, vindictive little things
that make people think twice about choosing me as a school. As such,
Cliomancy is fer wusses who can't take an iron spike to the skull once or
twice. This taboo is nothing compared to the potential power an
Urbanomancer (Polimancer?). I'd say, choose your poison, and stick to it.
You get one city, and you attune yourself to it, and that's that. If you're
in a charitable mood, you can give a penalty to magickal skills for
operating in a "similar" city. That fits the archetypical city concept. Or
you can take a nod from Warren Ellis' excellent run on StormWatch, and have
the Urbanomancer take damage if he's not in a city.
