Cliomancer suggestion

Well, hell, there's a major flaw with the Cliomancers that most of us have
overlooked. Imagine, for a moment, someone who has to be at a certain place
at a certain time EVERY DAY. Such a rigorous schedule does have its up
sides, usually resulting in being limo'ed to the various sites (if
necessary). The point is that adhering to such a schedule tends to make
you... predictable. And given the psychotic nature of the Underground, you
know there's someone out there willing to go after you. So a cliomancer
needs either a secret way in and out, or perhaps there's some ritual which
must be performed before the charge can be harvested. Or (this being much
more interesting, IMO), all charges at all sites are Minor. BUT (and
there's always a big BUT) this can be converted into a significant charge if
the cliomancer comes prepared. For instance, if the Cliomancer seeks to get
a significant charge out of the Washington monument, she must first do
something to raise the public consciousness of George Washington, good or
bad. Imagine, then, the people waiting at Monticello for the Significant
charge to arrive when the precise nature of Jefferson's relations with Sally
Hemmings was disclosed.
You can also imagine the Cliomancers who have run roughshod over the
department which creates national landmarks. Sure, most are cheesy hokum,
but one never knows which stars will rise, and which will fall.
