It dosen't come out that way, but there is an insinuation that some places 
generate more than one significant charge a day or minor charges if the sig 
has been taken.  Personally, I don't see a problem with charges and 
cliomancers because they all have to be run by the GM anyways, so if the GM 
thinks that you're getting too many, then they can stop supplying them for 
some reason or another.
