[UA] Strange Plot

I'm preparing a campaign, and what follows it's a
proof of the plot.
The campaign is centered on the 22 major tarots (The
Ermit, The Emperor,
The Mad, The Justice...), and what it's important, the
22 related Archetype
are very special. In fact, when a tarot archetype
ascended, in the place
where this happened, an artifact will appear. The
artifac is the tarot
embodied by the archetype.
If someone collect this tarots, he can use them to
control the future of a
person, even if doing this require knowing the name
and the birth date
of the person.
Moreover each tarot can be used to summon the spirit
of the card, a being
who represent the card.

Alex Abel has heard about these cards and is longing
for them, in fact 
he's following the path of the Puppet Showman, who
controls the people,
hidden in the shadows.
That archetype already exists, but Abel hopes with the
tarots he'll can
substitute the present archetype.
(An example of possible avatar in history could be
Rasputin).

I know this is not enough for a good campagn, but
before developing what
lack, I'd like to know you opinion.
