Anyone here who played Chaosium's RuneQuest or BRP engine systems back in the
early to mid 80s probably recalls Burly Bob -- the arm wrestling guy from the
resistance roll example.

Since I role-played every new player through a tourney with BB they all
remembered the slightly dim barroom tough (as I played him) and kept buying
him drinks whenever they were in Gimpy's Tavern as they became more
successful.

I eventually spun this gag NPC into a plot line all his own that resulted in a
surprising emotional response from the players as it played out.

As a GM, I'd be certain to incorporate the UA 'name' NPCs as much as I could
and as innocuously as possible -- Cage bumps into TNI employees as he gets
some gear from the creepy balding man in the armoury.  Keeping it low profile
for a good long time until you really want to crank it up a notch.
