Actually, he could go and blow his money after he loses his charge, but he's
going to feel bad about it.  He's going to feel like he's being frivolous
and impulsive.  Everytime he looks at his purchase he's going to feel like
he sold out for a moment of pleasure, and eventually he's either going to
have to do some serious meditation, or toss the purchase, just so that he
can feel good about himself.

The Adept doesn't just do things to a formula.  He's doing things because in
his World View, that's how things work.  And even if he doesn't have the
charges to blow by breaking a taboo, he's still breaking a TABOO.  Like
going out and having sex with your sister.  Even if you use protection, even
if nobody else knows about it, are you going to feel any better about that?

As the GM, I might penalize him if he doesn't act out the internal conflict.
I might make it harder for him to concentrate on getting charges or casting
formulae.  Chaos magic might require more charges for the same effect.  But
I might also give him a blanket minus to skills and actions that require
peace of mind.  If the player role plays this conflict, then I'm less likely
to give them a problem.

Same goes for the other schools.  Epiduromancer would feel guilty for going
and getting a haircut or tattoo while he's out of charges.  Entropomancer
would feel like he's losing his touch for playing it safe while he's empty.
Pornomancer is going to feel like she's losing sight of the important things
if she has sex with a guy because she really loves him.  But it's all up to
your UA.  An Adept in my UA who doesn't have any charges is going to feel
like they're walking around naked anyway.
