Yes... one idea that I've had to help with this problem is to have
people pay points equal to remove the ones digit and add 1 (thus,
going to 100 would cost 11 points). This would make improving
low-level skills, etcetera a _lot_ easier, but would average out for
somebody trying to become a Godwalker or whatever.
