Hm.  Lots of the feel is the same, but the Imperators tend to have
more absolute power over their dominions, and there's less of the
probability-altering stuff that's at the center of the Invisible
Clergy...

But hell, it's an absolutely amazing book and you could make it
fit without too much work.  The overall cosmologies aren't too
similar but the ideas, ah, those are rich.
