<p> It may be that the weather file is empty. Unfortunately when
you run a simulation and the weather file that you have specified
doesn't exist you get an error but a blank file is also created.
The next time you run the simulation the weather file is found but
can't be read correctly and so you can get this error. Check the
weather file at the location you have specified and make sure that
it is not 0kB in size.</p>
<p> As a side note, if Type15 is reading a correct weather file and
it gets to the end of the file it will just rewind the file back
to the beginning and keep reading.</p>
