<p>The slope typically maximizes incident solar radiation, and hence useful energy gain, at a setting somewhat near the latitude. For your location, simply set up and run a parametric table and integrate the useful energy gain over the year. That'll show you what is best for that climate and the characteristics of your load. The evacuated tube collector can show negative values during periods of low (or no) solar radiation or periods of high inlet temperatures. But during typical operation, the value is positive - or you wouldn't ever install these devices to collect energy...</p>
