If you have access to the TESS controls library, there is a
Type980 (on/off time calculator) that will tell you when an hour has
elapsed since the circulating pump stopped. I think if you combine
its output with the result of an equation (or a thermostat model
output) to watch the return temperature you can get close to the
control strategy that you describe.<br>

than a specified constant value for more than 1 hour since the
last stop of the circulating pump of the space heating
circuit, the control unit sends a control signal with the
value of 1 to the auxiliary heater. </p>
