<p><span style="font-family: Times New Roman; font-size: medium;"></span>The Type 670 heating coil in the TESS HVAC Library does exactly as you suggest - maintains a given air-side outlet temperature by varying (bypassing) the hot, liquid side flow rate around the heat exchanger.</p>
