Adnan, 

If the solar radiation data that you have is the instantaneous
measurement, or the average rate over the 10-minute period, in W/m2 then
the conversion is: 

10 W/m2 =>10 J/s.m2 * 3600 s/hr * 1 kJ/1000 J = 36 kJ/h.m2 

If the data you have is the integrated total then the conversion is
different: 

10 W.hr/m2 => 10 J.hr/s.m2 * 1 kJ/1000 J * 3600 s/hr = 36 kJ/m2 

But the radiation processor requires the rate so we must divide by the
timestep of the integration period: 

36 kJ/m2 / 10 minutes * 60 minutes/hr = 216 kJ/h.m2 

Bottom line: make sure you know the units of the measurement which you
were given.
