[Spc209-announce] Combining SPC209-L and SPC209-ANNOUNCE Mailing Lists

Now that Standard 209 has been published and the committee 
is no longer active, it does not make sense to keep two 
separate mailing lists going anymore so I'm combining the 
SPC209-L mailing list and the SPC209-announce mailing lists. 
The easiest way to to this is simply to add all the 
subscribers from the SPC209-announce mailing list to the 
SPC209-L mailing list.

As a subscriber to the SPC209-announce mailing list you 
should see two messages

  - one that indicates that you are now on the SPC209-L 
mailing list

  - and another that indicates that you are no longer on the 
SPC209-announce mailing list
