                    the age of consequences"

Simulation has proved invaluable in helping designers to choose between
options.  It has been less good at predicting actual outcomes,
particularly for energy use in commercial buildings.  There are many
reasons for this.  The utility meters measure all the energy used,
simulations usually don't account for all the various end uses.
Simulators expect buildings to work in accordance with design intent,
usually discrepancies arise.  Buildings are tending to get more
complicated, but complication gets in the way.  Intelligent controls
often have hidden overheads and confuse occupiers and management.

Until now this credibility gap hasn't mattered much: energy was cheap,
few people measured in-use performance, and peak oil and climate change
were somewhere over the horizon. But buildings are now in the frame and
politicians and the public expect new buildings will automatically
perform radically better than older ones.  Not necessarily!  How can we
change the process, set stretching but realistic targets, and manage
expectations through to a satisfactory completion, and learn from the
process?

Bill Bordass is currently visiting LBNL from the UK, to provide some
input to work on building energy performance reporting and benchmarking.
Initially a physical chemist, he joined the A&E firm RMJM London to work
on technical support and user requirements, and became responsible for
developing its in-house environmental engineering team.  In the 1980s he
set up his own business, doing strategy, monitoring, and
troubleshooting, including reviewing the performance of low-energy
buildings and technologies for government clients and preparing
benchmarks and technical guidance.  He was responsible for the survey
methods in the Probe series of published post-occupancy evaluations and
has has recently been working on building energy certification in the UK
and Europe.  He is also research director of the Usable Buildings Trust,
a not-for-profit organisation that promotes better building performance
