    I have been providing a service for over ten years to produce
    historical year weather files from NCDC's ISH (National Climatic
    Data Center, Integrated Surface Hourly) data base, which is an
    archive of actual raw weather data from around weather stations
    around the world under a WMO (World Meteorological Organization)
    agreement.  There are about 8,000 international weather stations,
    around 1,500 in the US, with sufficient data quality to warrant
    creating hourly weather files.  Last year, NCDC made the ISH freely
    available on the Web via FTP:<br>

    You're welcomed to root around and pick out your data of interest,
    but keep in mind that this is raw weather data straight from the
    reporting stations, so it has gaps, subhourly data, data fields
    inconsistent with what simulation programs require, is in GMT, and
    most critically, there is no solar data.  What I've done is to
    develop software to process ISH files to produce weather files
    usable in DOE-2, EnergyPlus, or NREL's TMY2 and TMY3.csv formats. 
    The procedure is well-tested since it was used recently to produce
    ASHRAE's IWEC2 weather files for 3,012 international locations.<br>

    I charge $75 for the first station/year, with a sharply declining
    cost curve for multiple stations or years.  To get an idea of the
    coverage, please look at the following map showing all the ISH
