Central condenser loop implies to me that the compressors (or absorbers) are on your side of the boundary but the DES doc assumes they are on the district side of the boundary. I would suggest you write an interpretation of how you propose to model it with respect to their intent. For option 1 you might look at the lake/well chiller or other ways to lock down the condenser water temp. Option 2 will be more complicated.
