I think the problem you are encountering has to do with the action you
took when you state "<i>I created a "Rates" folder in eQUEST 3.63
program file</i>".<br>
There is one and only one "Rates" directory, and that directory is
created during the installation process. It is a subdirectory under
the eQ DATA directory and is not project-specific. I believe that if
you place your .ERT file in that directory (and re-start eQUEST), then
it should show up in the eQ wizard lists.<br>

If you are not sure where the eQ DATA directory is, then open
eQUEST and select Tools - View File Locations - View eQUEST Data
Directory...<br>
