What’s the system type exactly?  Heatpump?

Regardless, I think you can often micromanage and enable/disable cooling and heating using availability schedules applied at the system level.  There’s an optional field under both the cooling and heating tabs:

I can shut down a chiller and a boiler. But not package cooling. The unit must still run for heating.
