Hi Paul,
There are both full-load (EER) and part-load (IEER) minimum efficiencies for baseline air-cooled packaged DX systems in 90.1-2013 (and -2010, -2016).
It is a straightforward process to calculate the eQUEST cooling EIR using the equations provided in G3.1.2.1 for full-load COPnfcooling. (EIR = 1/COP.)
To also simulate the part-load (IEER) performance, at least one of the default eQUEST/DOE-2 part-load performance curves will have to be modified. I am not aware of any developer effort to date to create performance curves to match specific IEERs but it would be welcomed. I could walk you through the process if you wanted to give it a try.
FYI – I believe the IEER values you reference below are for water-cooled condensers, not air-cooled.

Hi All,
90.1-2013 defines IEER instead of EER for large, air-cooled packaged DX systems.
When modeling a baseline system, is there any way to convert the IEER to EER? I know IEER is calculated using 4 levels of equipment loads, but when working with the baseline, I don't have any actual equipment datasheets to consult.
My cooling systems are between 177 MBH and 1,482 MBH. IEER's per 90.1 are between 11 and 13.7.
