I also received (off list) under separate cover the literal FORTRAN subroutine (ctrl-F for GTEMP in the attached) that eQuest and its associated weather utility program use to derive monthly temps… I’ll try to wrap this into my share out & conclusion post for the community as well, though TBH in this moment: where I can follow ~90% of this code, that last 10% leaves me scratching my head in trying to correctly interpret the variables… Maybe some digging into the Burch & Christensen correlation you shared will reveal some insights/parallels in the actual methodology.

I *think* eQuest has some algorithm to derive 12 (monthly average) temperatures from the weather file data for makeup/DHW purposes… however after scanning the 2.1e engineers manual and a first pass at trying to find some helpful entry in the resource manual, I’m coming up dry so far.
I’m trying hoping to source the equations & assumptions used for this estimation, so that I can modify it to fit my project. I’m not specifically married to matching eQuest’s output – any similar process/formulae would be welcome.
Any suggestions?
