You will definitely have to follow Part 3 of the BC Building Code, Fire Protection, Occupant Safety and Accessibility, possibly Part 9, and if the BC code is laid out similar to the Ontario code, SB-10 dealing with energy issues.  The code should also reference which ASHRAE Standards and versions that apply.

I am modelling parkade EFs for a project in Vancouver. I know the EE4 modelling guidelines and ASHRAE Application Ch. 15 have some info. re. EF runtimes/schedules, but am curious if there are any BC codes or local by-laws related to operating parkade SF/EF in the Vancouver area.
