[Equest-users] EER to EIR conversion formula source

I did browse through this link but could not find the attachment that the
user had mentioned about.

I am looking for the source of the co-efficient; COOLING-EIR = (1/EER -
*0.012167*) / ((1 / 3.413) + *0.012167*)
