Keith,
The important thing to consider is that eQUEST’s definition of EER may not match the ARI-rated EER as the fan power and compressor power are usually separated in eQUEST whereas the fan power and compressor power are both included together in the ARI-ratings. This is where the more complicated conversions are coming from, as explained in detail in the RMI document linked by David.
