I have no direct answers but a few scattered but related thoughts / commiseration:

In recent years I've been avoiding the WSE "chiller" altogether (in doe2.2), and getting by with defining WSE operations with EQUIP-CTRL and LOAD-MANAGEMENT (paired with a "dummy" chiller with a relatively amazing EIR to reflect only associated pumping/fans/head) to *approximate* integrated vs. non-integrated control schema.  It has been my sense that even with the (doe2.2.) WSE "chiller" behavior is close to "correct," the combination of other limitations & the extra flexibility of the EQUIP-CTRL approach made "rolling my own" chiller a more attractive option.

I also have not yet had the project cross my desk to allow exploring this in more depth with doe 2.3 (came close a few months ago but had no time to explore new solutions!), but it does seem surprising they would eschew non-integrated WSE behavior entirely in an effort to provide integrated options.  I'm also often in the position of evaluating existing non-integrated systems for replacement, upgrades to permit integrated operations, or simply for calibration.

It would be my intuition (and comfort zone, admittedly) to try an EQUIP-CTRL/LOAD-MANAGEMENT setup first as well for the non-integrated case.  Perhaps diving into the "integrated" hourly operations, OADB, and delivered cooling capacity between your WSE & other chiller(s) can inform you of a reasonable "cutoff" temperature to appropriately limit free cooling as may occur with an "all or nothing" approach?

Kathryn's suggestion to use the airside/system economizer inputs only is a fresh/interesting concept to me, but when I pulled up the associated SYSTEM input reference in doe2.3 mode to explore further, that version of the reference manual leads the entry with the following emboldened line: "DOE-2.2 feature not currently implemented in DOE-2.3."  All roads lead to 2.2?

This seems heavily implied but one extra curiosity:  From your prodding (documentation does suggest this), does the WSE chiller in doe2.3 *entirely* ignore the associated SERIES/PARALLEL inputs for the loop?

This is just a thought, but in the past I have used the water side economizer function that appears in the HVAC menus instead of using the water side economizer chiller. I view this function as working the same way as adding a separate DOA for OSA control to each AHU when I really have only one DOA serving many AHUs. You have to be careful to turn some items off, like eliminating the pressure drop for an extra AHU coil, etc., but there are a number of menu selections available to tailor the economizer to your needs.

You might try that.

All,
It appears that the WSE "chiller" was changed in the beta of DOE-2.3 included with eQ build 7173. It can/will now operate to augment the other chillers ("integrated", "series"), instead of turning off when its capacity is inadequate to meet the loads ("non-integrated", "parallel").

However, the world is full of non-integrated WSEs, and despite certain prescriptive codes, there is still a need to evaluate them for new construction. I tried some Equip Ctrls and Load Mgmts, but these attempts resulted in either simulation errors (inadequate capacity) or the attempted "non-integrated" WSE operating when I didn't want it to. In any case, there may be periods when operators disable WSE operation, so if a CHW EC list does not include the WSE, it should not come on.

There needs to be:

*         clear documentation of how to model the new component with Load Mgmt and Equip Ctrls to perform that way

*         and/or some keywords in the WSE definition to simulate non-integrated operation

*         and/or a separate "non-integrated" WSE "chiller" type
