Last I checked, usage information in the ASHRAE handbooks “predates modern low flow fixtures.”  Energy star’s <https://www.energystar.gov/index.cfm?c=bldrs_lenders_raters.nh_mfhr_guidance>  performance path calculator <https://www.energystar.gov/ia/partners/bldrs_lenders_raters/downloads/mfhr/ENERGY%20STAR%20MFHR%20Performance%20Path%20Calculator_V1.5_BLANK.xls?29c8-093e>  is a better reference for this sort of thing.
