Hi Yu,
I would first advise bookmarking and using the mailing list archives in the future ¨C this particular question has been asked and answered many times.
Attached is one such thread for your convenience ;).
Briefly, users of eQuest simply define slab materials/properties to match the prescribed F-factor, as defined in 90.1 Appendix A.

Subject: [Equest-users] Input F-Factor for Slab-on-grade floor in eQUEST?
Hi all,
ASHRAE 90.1 defines baseline slab-on-grade floor conduction by F-factor, but it seems eQUEST uses U-factor to calculate ground (and perimeter maybe) heat transfer (link to a construction like other surface type). There is a ¡°Slab-on-Grade F-Factor¡± box in <Underground Surface Properties> dialog, but the value is not editable. Does anyone know how to input a known f-factor for slab-on-grade floor in eQUEST? Many thanks.
Regards
Yu Liu
