Try setting the Thermostat Type for the zone to "REVERSE-ACTION" so that
your reheat comes on.

Hello eQuesters,
I am having a lot of trouble getting my unmet heating hours down. The
only system I can get to work is the multi-zone packaged system, but
this system has some simultaneous heating and cooling, and isn't the
best match for us. For some reason when I use the packaged variable
volume system (which is the best match for us) my unmet heating hours go
absolutely crazy. It's almost like the program isn't recognizing the
zone reheat, so areas aren't getting heated properly. Has anyone had a
similar issue? I attached my building model, if someone would be
willing to take a look it's AHU-1 and AHU-2 that we are having issues
with.
