generate a warning message if you don't meet minimum efficiency.  Also
there is no corresponding DOE input for IPLV.  To take advantage of better
part load performance you'll have to edit the EIR-FPLR (electric input ratio as
a function of the part load ratio) curve fit in DOE.  See appendix A of
the EE4 modelling guide for the EE4/DOE default curves.<o:p></o:p></span></p>
