According to most sources, the 2005 Epact has been extended until 2013 as part
of the recent financial bail-out measures. I have a few questions in that
regard:<br>

1) Will ASHRAE 90.1-2001 remain the standard, or
will it be upgraded to a later version with the extension?<br>
<br>
2) Is 50% energy savings over a 90.1 building a
plateau or are the incentives pro-rated with savings under 50%?<br>
<br>
3) Does the tax credit require full system
modeling for any improvements even though those improvements may only involve
lighting or heating?<br>
<br>
4) Does 90.1 remain the baseline even in
retro-fit applications for this credit? (versus LEED that allows the base line
to reflect the actual building)?<br>
